Knox County, City of Galesburg, consider expanded public transportation

Knox County and the City of Galesburg have announced a proposed intergovernmental agreement that would expand public transportation access for residents throughout the county, a news release says. Contingent upon approval by the Galesburg City Council on July 20 and the Knox County Board on July 29, this formalized partnership will establish a comprehensive rural transit program that expands access to Knox County residents.

Under the new agreement, the City of Galesburg will serve as the lead public transportation provider and grant administrator. The city will manage the daily operations, including scheduling, dispatch, and customer service, while overseeing Section 5311 Rural Transit funds and Illinois Downstate Operating Assistance Program (DOAP) funds through the Illinois Department of Transportation (IDOT). Knox County will provide its annual fair share of the required local matching funds.

This expansion stems from a 2023 IDOT Technical Services Grant, which funded a comprehensive operations analysis. The data-driven study highlighted a clear need for broader transportation options in rural areas.

Unlike programs restricted to specific demographics, this new service will be open to all Knox County residents. It is designed to connect residents in both rural areas and county communities to vital everyday destinations.

“Rural residents often face longer distances and fewer transportation choices,” said Kraig Boynton, City of Galesburg Transit Manager. “This program aims to offer a safe, effective, and efficient form of transportation for those who might not otherwise have the opportunity, providing critical access to jobs, healthcare, education, grocery stores, pharmacies, social services, and community activities.”

The new program will utilize a convenient on-demand, curb-to-curb model. Rather than waiting at a traditional fixed-route stop, riders will request their transportation in advance by contacting the dispatch team, with fares based on location and subject to vehicle availability.

“For too long, living in the more rural areas of Knox County has meant having fewer transportation choices,” said Jared Hawkinson, Knox County Board Chairman. “This expanded partnership bridges that gap by delivering a reliable, county-wide transit solution. It is truly a win-win for regional cooperation and transportation access.”

Once approved by the county and city, the program will feature a soft rollout in late summer, with the service becoming fully operational by October. The initial term of the agreement will run through June 30, 2027, with options for annual renewals.

Existing fixed-route bus services and on-demand paratransit services within the city of Galesburg will continue unchanged. This new county-wide service is designed to complement existing city transit, enhancing the overall transportation network without impacting existing city operations.

This program is made possible through a collaborative funding structure, including Federal Section 5311 Operating Assistance, Illinois Downstate Operating Assistance, Knox County, and the City of Galesburg.
